F--Kitchen Cleaning & Remediation for Northern Cheyen

This contract is a Firm-Fixed-Price Purchase Order issued by the Bureau of Indian Affairs, Northwest Region, under solicitation number 140A0426Q0011, for cleaning and remediation services at the Northern Cheyenne Youth Detention Center located at 304 Mennonite Church Road, Busby, Montana. The work scope includes a comprehensive site assessment of interior areas and crawlspaces to identify mold and biohazardous waste, primarily rodent feces and urine, followed by containment, remediation, and restoration of affected spaces including demolition and reinstallation of damaged materials such as carpet, drywall, and ceiling tiles. All activities must adhere to specified standards including the EPA’s Mold Remediation in Schools and Commercial Buildings guidance, the ANSI/IICRC S520 Standard for Professional Mold Remediation, OSHA regulations, and use of EPA Safer Choice products. The project requires oversight by a Certified Industrial Hygienist, clearance sampling, and submission of detailed electronic deliverables in PDF format, including plan view drawings, photographic documentation, laboratory results, and a final report with an Operations and Maintenance plan. A Certified Industrial Hygienist must provide a written determination that the facility meets acceptable indoor environmental quality standards for safe human occupancy. The procurement is entirely set aside for Indian Small Business Economic Enterprise (ISBEE) under the Buy Indian Act, requiring offerors to self-certify as an Indian Economic Enterprise by submitting the IEE Representation Form and DIAR 1452.280-4. Offerors must also hold a Unique Entity ID and provide a complete business mailing address.
