The 436th Civil Engineer Squadron at Dover Air Force Base is soliciting commercial cleaning services for kitchen hoods, ducts, and dryer ventilation systems under solicitation FA449726Q0030, a combined synopsis and solicitation issued as a Request for Quote under Simplified Acquisition Procedures in accordance with FAR Subpart 12. This is a Total Small Business Set-Aside for NAICS code 561790 with a small business size standard of $9 million. The requirement calls for a contractor to provide all management, tools, supplies, equipment, and labor to perform cleaning services that fully comply with NFPA 96, local, state, and federal regulations, including proper handling and disposal of hazardous wastes. The base period includes 12 months of routine kitchen hood and duct cleaning, 12 months of dryer duct cleaning, and three emergency cleaning events. The contract will be awarded as a firm-fixed-price contract with a total performance period not exceeding five years and six months, including a potential six-month option extension. The six-month extension will not be separately priced; instead, its cost will be calculated by dividing the final option period price by two for evaluation purposes. The Government will conduct a Lowest Price Technically Acceptable (LPTA) evaluation, with responsiveness, technical acceptability, and past performance serving as pass/fail gates before price reasonableness and balance are assessed. All quotes must be submitted in three volumes: Price (using the revised Attachment 2 Quote Schedule, which deletes all CLINs related to the 6-month option), Technical (including detailed technical approach, staffing and transition plans, quality control plan, and mission essential plan), and Past Performance (with five years of relevant contracts). Key amendments to the solicitation include the issuance of a revised PWS (Attachment 10) clarifying building quantities, publication of the initial Q&A log (Attachment 9) and a final Q&A log (Attachment 11), a site visit scheduled for July 9, 2026, and multiple extensions to deadlines including a final question deadline of July 10, 2026, and a quote response deadline now set for July 22, 2026. Contractors must comply with stringent security requirements including criminal background checks for all personnel, proper credentialing to work in the United States, and issuance of Common Access Cards for access to facilities and DoD systems.
