AI Contract Overview
This contract solicitation, issued by the Portsmouth Naval Shipyard under the Department of Defense, seeks commercial lodging services for the period from February 1, 2026, through June 15, 2026. Specifically, it requests quotes to provide fifty double-occupancy rooms per night for a total of 135 nights (6,750 room nights) in the Kittery, Maine, area, with a firm fixed price awarded exclusively to small businesses. The solicitation is a total small business set-aside under NAICS code 721110, reflecting travel arrangement and reservation services. While the scope allows multiple lodging facilities, the government prefers minimizing the number of locations. The contract requires a single, all-inclusive per diem rate that does not exceed the Kittery, Maine standard, encompassing any parking or additional fees, and exclusively covers double-occupancy rooms. The government will maintain possession of the room keys for the period of performance, billing accordingly regardless of individual arrival schedules, and provides a letter for tax exemption. Incidental damages will be managed through formal claims rather than via credit cards from personnel. Communications related to subcontracted hotels will be handled solely through the prime contractor. Security and operational requirements are integral to the contract, including compliance with Operation Security (OPSEC) policies to safeguard sensitive information and prevent unauthorized disclosures. Contractors must implement an OPSEC plan, avoid sharing controlled unclassified information through unauthorized channels, and adhere to device security restrictions. The solicitation does not provide detailed evaluation criteria or contract-specific clauses beyond mandatory labor standards consistent with the Service Contract Act, including wage determinations and fringe benefits for various occupational classifications. Wage and fringe benefits requirements include specified health and welfare benefits, paid sick leave, annual vacations, mandatory holidays, and uniform maintenance reimbursements. The solicitation mandates small business participation without additional socioeconomic preferences and outlines submission instructions requiring adherence to formatting and proposal structuring as directed, with responses due by December 20, 2025. The place of performance is in Kittery, Maine, with contracting activities centered in Portsmouth, New Hampshire. Pricing, quantities, and total contract value details are limited to wage-related data, lacking comprehensive line-item pricing or evaluation factors, positioning this as a solicitation primarily focused on fixed-price lodging proportional to government needs within an established geographic radius.

Full Description
Please review attached documents in their entirety and provide a quote as directed in the solicitation documents in accordance with the outlined format.
Revision 1: adding the below Q&A.
- Re: The use of multiple lodging facilities. The SOW does not limit the fifty double occupancy rooms to one location, however, it is the preference of the government to minimize the number of locations utilized.
- Re: Expanding the radius. At this time, the government is not intending to expand the radius in the SOW beyond the ten miles.
- Re: Differing per diem rates for Kittery/Portsmouth, parking fees, additional costs, etc. The government is expecting the vendor to propose one rate to include all amenities within the SOW and not to exceed Kittery, ME per diem rates. There will not be additional line items or covered costs.
- Re: Arrival schedule and cancellation policy. The government will obtain possession of the hotel keys at the start of the PoP and return them at the end of the PoP, regardless of when travelers arrive. This is what will be billed.
- Re: Tax exemption. A letter can be provided to the vendor.
- Re: Personnel providing credit cards for incidental damages. No, personnel will not provide credit cards for incidental damages. Any damages incurred will have to be documented and submitted to the government in the form of a Claim or Request for Equitable Adjustment
- Re: Single-occupancy vice double-occupancy. Only double-occupancy rooms will be accepted in accordance with the SOW.
- Re: 3rd party communications. The government will communicate with the prime contractor only. If a vendor is subcontracting to hotels, that is between the vendor and the hotel.
