Solicitation # SPE4A7-26-T-750Y
Solicitation SPE4A7-26-T-750Y is a request for quotations issued by the Defense Logistics Agency Aviation for the procurement of two aircraft adapter bodies, identified by NSN 4933-01-591-6342. The required delivery date is July 16, 2027, with delivery to the DLA Distribution DDSP New Cumberland Facility. This procurement is a non-small business set-aside, though a price evaluation preference is available for SBA-certified HUBZone small business concerns. Notably, the government explicitly prohibits the use of additive manufacturing for these items, and any offers utilizing such processes will be ineligible for award. The contract mandates strict adherence to technical and quality requirements, including destination inspection and acceptance per FAR 52.246-2. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Packaging and marking must comply with ASTM D3951 and MIL-STD-129, with DLA Master List requirements taking precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the award requires compliance with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Invoicing and payment must be processed electronically via Wide Area WorkFlow.

Full Description

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Communications & Power Industries (CPI), LLC. for twenty (20) klystron tube sockets for National Logistics Support Center (NLSC) in Grandview, MO. Justification for Sole Source NLSC requires klystron tube sockets to replenish supply stock for the NEXRAD severe weather radar system. This klystron tube socket is currently deployed at various National Weather Service (NWS) stations. During initial build of the NEXRAD system this klystron tube socket was tested in the field, environmentally and operationally and passed stringent qualification standards. As such, only this klystron tube socket can be purchased for spare part supply stock. All spares are required to be form, fit, and function identically to the original equipment. Without this particular klystron tube socket the NEXRAD system would be without the necessary repair parts, which could result in catastrophic failure leading to the inability to accurate predict severe weather systems. If another klystron tube socket is used it would need to endure additional testing, requiring significant time and cost to the government. CPI is the original manufacturer and sole distributor of these parts. The government knows of no other source that can supply the klytron tube socket. Special Notice This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the supplies may submit substantiating documentation in writing within five (5) business days of this notice. Responses can be sent via e-mail to contact@example.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to CPI. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. For additional information and to register in SAM, please access the following web site: www.sam.gov. To register, all contractors must have a Dun and Bradstreet number. A Dun and Bradstreet number may be acquired free of charge by contacting Dun and Bradstreet on-line at http://www.dnb.com/eupdate or by telephone at +1 (555) 000-0000.
