The solicitation for KNOB,CONTROL under number 2099213 issued by the Dallas Area Rapid Transit Authority (DART) requires vendors to submit bids exclusively through the Bonfire platform, with access to pricing and detailed response fields locked behind a mandatory registration and submission preparation process. All bids must adhere to FOB Destination shipping terms, with freight costs fully included in the quoted price, and DART explicitly rejects FOB Origin or Prepay and Add arrangements. Delivery timelines are critical, with failure to meet specified timeframes constituting default and potentially leading to contract termination and liability for reprocurement costs. Payment is strictly Net 30, with invoices submitted electronically to [email hidden] in triplicate, one marked “Original,” and must include the purchase order number, item details, quantities, unit and extended prices. Inspection and acceptance occur at the destination, with DART retaining the right to reject nonconforming items regardless of prior vendor inspections, and all supplies must meet merchantable quality standards and suit their intended use. The contract includes stringent compliance requirements, including certifications prohibiting participation in any boycott of Israel and requiring vendors to affirm they are not listed on the Texas Comptroller’s list of entities with ties to Foreign Terrorist Organizations. Equal opportunity employment obligations apply, and subcontractors must mirror these clauses in agreements over $10,000. DART reserves the right to unilaterally modify the contract through changes to specifications, quantities, or delivery schedules, and may terminate for default due to performance failures or for convenience without penalty, paying only for accepted work and allowable termination expenses. No specific packaging, preservation, or labeling standards are outlined beyond invoice marking requirements, and no military standards or detailed technical specifications are referenced. The solicitation does not disclose evaluation factors, weighting criteria, contract value estimates, or designated contracting officer details, as these are only accessible post-registration. The place of performance is Texas, and while no formal contract type is stated, the structure aligns with a standard purchase order governed by DART’s proprietary terms rather than standard FAR clauses, with all administrative and compliance obligations tied directly to vendor submissions and adherence to the authority’s stated conditions.

General Info
