AI Contract Overview
NASA Shared Services Center is issuing a sole-source contract under FAR 12.102(a) to KPMG LLP for the delivery of KPMG Ignition Training, a proprietary three-day executive program designed to foster innovation, enhance civil servant-contractor collaboration, and streamline NASA procedural workflows in alignment with NPR and SPR requirements. The training will be conducted in person at NASA Stennis Space Center in Mississippi, with KPMG identified as the sole provider of this specialized program, justifying the non-competitive acquisition. The estimated contract value ranges between $20,000 and $60,000, based on comparable engagements, and the work will result in a suite of customized deliverables including stakeholder maps, personas, journey maps, approval pathway one-pagers, prioritization criteria, stage/decision maps, concept posters, Pixar-style narratives, and a final debrief package with ownership assignments and implementation roadmaps. The procurement follows commercial item procedures under FAR Part 12, with no competitive evaluation factors applied, and no options, line items, or formal pricing structure detailed beyond the cost range. The contractor must supply qualified facilitators with direct experience delivering the KPMG Ignition program and ensure all outputs comply with NASA's policy guardrails. Submission of capabilities and qualifications to support the sole-source determination is due by 12:00 p.m. Central Standard Time on May 7, 2026, with oral communications prohibited and delivery of training required on-site at the government facility. The NASA FAR Supplement Clause 1852.215-84, Ombudsman, applies, and the contracting office is located at Stennis Space Center, MS, with Sara Jusino-Terry listed as the primary point of contact. No formal packaging, inspection checklists, security clearance requirements, or representative certifications are specified, and the acquisition does not include any socioeconomic set-asides or additional contract clauses beyond those referenced in the sole-source justification.
