Intent to Sole Source: Quantitative Polymerase Chain Reaction Machine: Maintenance and User Training
Solicitation # FA860126Q0108
The United States Air Force, through AFLCMC/PZIBA at Wright-Patterson AFB, Ohio, intends to award a sole source contract to Life Technologies Corporation, a division of Thermo Fisher Scientific, for the maintenance and user training of Quantitative Polymerase Chain Reaction (qPCR) equipment used by the Air Force Institute of Technology. This action is justified under RFO 6.103-1(b) because only the original equipment manufacturer possesses the proprietary software, specialized calibration tools, and authorized training necessary to ensure the system's operational integrity and mission readiness. Utilizing any third-party vendor would terminate existing OEM support and pose severe risks to critical academic and research schedules, particularly those tied to Fall 2026 deliverables. The contract will be awarded as a firm fixed price under NAICS code 334516, with a small business size standard of 1,000 employees. All responsible sources may submit capability statements or exceptions to the sole source intent, but only if received within five days of this notice. The Government will evaluate such submissions solely to determine whether full and open competition is warranted. Contractors must be registered in the System for Award Management prior to any potential award. Correspondence must be sent to dametria.walder@us.af.mil and claire.hess@us.af.mil no later than 11:00 a.m. EDT on Monday, August 3, 2026, with the exact subject line “FA860126Q0108 AFIT qPCR maintenance and training.” Only PDF, DOC, or XLS attachments are permitted; .zip and .exe files will be blocked by security filters. The Statement of Work and Redacted Sole Source Justification are attached for reference.

FACSLyric Flow Cytometry System
Solicitation # 75N98026Q00904
The National Cancer Institute, under the National Institutes of Health, intends to award a sole source contract to Becton, Dickinson and Company (BD) for the procurement of the BD FACSLyric Flow Cytometry System, citing FAR 6.302-1 due to the absence of any other responsible source capable of meeting the agency’s specific requirements. The FACSLyric system is an integrated platform comprising proprietary hardware, firmware, software, calibration protocols, and factory-supported installation and training that are exclusively manufactured and maintained by BD Biosciences. No third-party vendor can replicate or provide equivalent components, as the system’s functionality, data acquisition workflows, and quality control procedures are tightly coupled with BD’s proprietary software, FACSuite, and its associated automation and reagent ecosystem. Substituting equipment from another manufacturer would necessitate complete redevelopment of laboratory processes, revalidation of assays, and retraining of personnel, resulting in significant delays, increased costs, and unacceptable technical risk. All capability statements from potential vendors, including small businesses and other designated small business categories, may be submitted via email to haunp@mail.nih.gov no later than 9:00 a.m. EDT on August 7, 2026, solely to assess whether competitive procurement is feasible. However, the government has indicated that it anticipates awarding the contract approximately five calendar days after the response deadline unless a viable alternative is identified. The solicitation number is 75N98026Q00904, the NAICS code is 334516, and the place of performance is Bethesda, Maryland. The system will be installed and supported at the National Cancer Institute’s facility, and all warranty, technical support, and software updates are contingent upon BD’s exclusive authorization and supply.

Manual Probe Station
Solicitation # NIST-SS26-166
The National Institute of Standards and Technology (NIST) is seeking information from potential suppliers capable of providing a manual 200 mm probe station designed for precise DC and RF electronic measurements on small-scale semiconductor devices. The system must include a robust steel platen measuring at least 400 mm by 600 mm, a vacuum chuck capable of holding samples 200 mm or larger with selectable vacuum zones, and a high-resolution XY stage with fine motion control better than 0.001 mm and 360-degree rotatable theta axis. Four DC micropositioners with sub-micron resolution and replaceable tungsten probes are required for probing micron-scale pads as small as 25 micrometers, while two RF micropositioners must support measurements from DC to at least 110 GHz with planarization adjustment capability. The system must also integrate a microscope with 2X, 10X, and 20X objectives, achieving at least 400X magnification, paired with an 8 MP digital camera and a 21-inch flat panel display for real-time imaging. A low-noise vacuum pump with sound levels not exceeding 40 dB at one meter is mandatory, along with all necessary adapters, cables, and probe heads rated for low-loss RF performance with insertion loss below 0.8 dB and return loss above 18 dB up to 40 GHz. Responses must include detailed technical specifications of proposed equipment, manufacturer and model information, company details including UEI and SAM.gov registration status, and clarification on whether the product is U.S.-manufactured. Suppliers are asked to indicate their small business status, propose alternative NAICS codes if deemed more appropriate, and describe available services such as installation, training, warranties, and maintenance. Information on delivery timelines, FOB terms, standard terms of sale, and existing government contract eligibility must also be provided. Respondents are expected to note any inability to meet specified requirements and suggest improvements to enhance market competitiveness. The notice explicitly states this is a non-binding market research effort without obligation to award a contract, and responses must be submitted by August 4, 2026, via email to junee.johnson@nist.gov in Word, Excel, or PDF format without proprietary data. All submissions are subject to NIST’s use for any legally appropriate purpose, and no feedback will be provided to respondents.
