AI Contract Overview
The U.S. government is procuring Kuwait Deferred Operational Tempo (OPTEMPO) spares for the PATRIOT Weapon System's Ground Support Equipment through a sole-source acquisition to Raytheon Company, identified by Cage Code 05716, under FAR 6.302-1(a)(1) due to the exclusive technical knowledge and non-competitive nature of the required components. This acquisition will be placed under the existing indefinite delivery requirements contract SPRRA2-25-D-0016, supporting the Foreign Military Sales division of the Fires Integrated Fires Mission Command Project Office. The scope encompasses manufacturing, integration, inspection, and testing of specific spares listed in Attachment 0001, including ruggedized digital laptop systems, FOC panels, missile guidance consoles, surge arresters, and associated installation kits, all intended to sustain operational readiness. The place of performance is in Andover, Massachusetts, while the contracting office is located at Redstone Arsenal, Alabama. All communication and requests for the solicitation must be submitted exclusively via email to Ava Lowman, Contract Specialist at DLA-AHC1, with the subject line including the solicitation number SPRRA2-26-R-0079 and must contain the requester’s name, company name, CAGE Code, and contact number; telephone requests are prohibited. Foreign firms must route inquiries through their respective embassies. The response deadline is May 26, 2026, though this date is subject to adjustment based on solicitation release timing. There are no specified pricing, contract value, or payment details available, and no formal evaluation factors, inspection criteria, packaging or marking requirements, or invoicing instructions are provided in the documentation. The acquisition does not include a competitive process, and no socioeconomic set-asides apply beyond the identification as an 8(a) sole source, which reflects the government’s procurement strategy rather than offeror eligibility. The award is contingent upon prequalification, and contractors not currently approved are encouraged to seek future source approval to compete for similar efforts, though no other sources are viable for this specific requirement.
