NAVSUP Fleet Logistic Center Puget Sound is soliciting for a firm fixed price contract, to be negotiated on a sole source basis with Rix Industries per FAR 6.302, for Original Equipment Manufacturer (OEM) technical field representative services for required repair of HPAC on board a naval vessel. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. The repair/installation to be performed at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) Bremerton, WA, and equipment overhaul to be performed at the contractors facility at Benicia, CA. This acquisition for services will be made in accordance with FAR Parts 12 and 13.5 utilizing Fair and Reasonable, Negated Price Technically Acceptable FRNPTA evaluating factors. The solicitation will be issued on or about December 16, 2015 with a closing date of December 30, 2015. Required period of performance is from February 1, 2016 through November 06, 2016 to accommodate purchase of long lead time materials. Expected award date is on or before January 15, 2016. The Government anticipates award of a single firm fixed price service type contract.
