GENERAL INFORMATION 1. Title of Project: VANJHCS Musician for Worship Services 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. 3. Background: Worship services for inpatient Veterans is guided by Veterans Healthcare Administration (VHA) Handbook 1111.2. This Constitutional mandate provides for the expression of religion. The VA accomplishes this by providing worship services for its major faith groups. Musicians support the culture of the worship service (Catholic or Protestant) to more closely approximate the religious experience available when not hospitalized. At VA NJ, the musicians vary from 10-38 years of faithfully providing this support. Their rate of pay is well below scale for this area. A needs assessment determines the number and location of services required. This task is not currently technology related. 4. Performance Period: The contractor shall report to designated worship services on the morning of the worship service (usually Sundays) at least 15 minutes before the start time. The performance period is throughout fiscal year 2016, from Date of Award to 30 September 2016. 5. The Musician performs supportive music for the particular congregation. In addition, the Musician shall be prepared to provide music which will establish a meditative space prior to the service as congregants arrive. When appropriate, the Musician works directly with Veterans attending soliciting special requests. If using VA owned instruments, the Musician will report any deviation in the quality or performance of the piano, organ or other equipment used. The Musician reports directly to the designated worship service area, whether it be an Auditorium, Day Room or Chapel. When performing more than one service, the Musician shall be accompanied by the presiding chaplain. Total time required is approximately one hour for one service and two hours for two on a given day. The Musician shall have no access to patient records. The musician will have no access to cyber equipment. Musicians at the VANJHCS vary in direct experience at the worship services they are hired for between 10-39 years. The musician(s) has/have already demonstrated decades of care and appropriate encounters with our Veteran population and its diversity. To remain registered in the SAM database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the SAM database to ensure it is current, accurate and complete. Updating information in the SAM does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
