The U.S. Fish and Wildlife Service (USFWS) intends to award a sole source contract to Forensic Analytical, Inc. (FAI) to provide forensic analysis services for evidence related to wildlife crime. This contract supports the National Fish and Wildlife Forensics Laboratory (NFWFL), the only ISO fully accredited wildlife crime laboratory globally, which offers forensic support to both national and international law enforcement agencies. Due to the legal specificity of the cases and the unique capabilities of FAI, no other vendor can process the evidence, necessitating a sole source procurement under FAR 13.106-1(b). The contract will have a 12-month base period with four optional years to continue services as needed. The solicitation invites interested parties capable of providing the required services to submit capability statements by the specified deadline; however, the government retains full discretion on whether to proceed with a competitive acquisition. Responses must be submitted by email to the designated contact, Cheryl Mockford. The contract is associated with NAICS code 541380, with a small business size standard of $16.5 million. The contract will be administered by the FWS Pacific Regional Office located in Portland, Oregon. The notice emphasizes that submission of capabilities does not guarantee contract award or payment, and the government may use submitted information as deemed appropriate in its evaluation of procurement options.
