This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR part 12 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-26-Q-0303.


The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP), Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to L3Harris Cincinnati Electronics Corporation (L3CE) on a sole source basis for repairs of the L3CE IR Sensor Assembly. L3CE is the only source that can conduct repairs to IR Sensors. This repair effort requires unique capabilities, equipment/tooling, and corporate and personnel expertise only L3CE as the original manufacturer with over 25 years of experience with this specific IR Sensor possesses presently. L3CE is the only responsible source capable of performing the required repairs based on a combination of the complexity of the effort and the ability to meet Government’s required timeline.


This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
