L3 Harris Brand-Name PRC-163 RADIO SYSTEMS and CABLES JOINT BASE LINDSEY GRAHAM (JBLG), SC


i.    This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in RFO Subpart 12.2, as supplemented with additional information included in this notice.


ii.    This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA441826Q0101.


iii.    The RFQ document and incorporated provisions and clauses are those in effect through Revolutionary Federal Acquisition Regulation Overhaul, Effective 07/01/2026.


iv.    This procurement is being solicited as a total small business set-aside. The North American Industry Classification System (NAICS) code is 334290 with a small business size standard of 800 employees.


v.    The purpose of this combined synopsis and solicitations is for the procurement of two (2) L3 TECHNOLOGIES, INC. (L3 Harris) brand-name PRC-163 dual-channel handheld radio systems (P/N: RF-335M-HH001) and associated cables.


vi.    Delivery Date (or Period of Performance): 379 days after receipt of order (ARO).


vii.    The provision at RFO 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. Specific instructions are included as follows:


a.    There are (3) attachments:


• Attachment 1: FA441826Q0101


• Attachment 2: Provisions and Clauses


• Attachment 3: Brand Name Justification


b.    A response to this RFQ shall consist of (1) completion of Attachment 1 – FA441825Q0101


c.    A Firm Fixed Priced Purchase Order is anticipated.


d.    Quotes shall remain valid for at least 45 days following the RFQ closing date.


e.    Please email your quote to the Contract Specialist, SSgt Adrian Martell, at adrian.martell@us.af.mil and the Contracting Officer, Jeffrey Krieger, at jeffrey.krieger@us.af.mil No Later Than 2:00 PM EDT, on Wednesday, 23 September 2026.


f.    All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.     Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.


iix.    RFO Provision 52.212-2, Evaluation -- Commercial Products and Commercial Services, applies to this acquisition with the following Addendum; The following factors shall be used to evaluate offers in the following relative order of importance:


1. Price – All proposed prices will be evaluated by being stacked and ranked from lowest to highest. While price is a critical factor, the Government reserves the right to evaluate proposals for price realism. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.


2. Past performance - will be graded based on the recency and relevancy of the offeror's previous work. No Past Performance: A company with no past performance history will not be docked or penalized. However, in the context of this evaluation, an offeror with no past performance will be rated lower than a company with a strong, positive past proformance history. 
 


ix.    The clause at RFO 52.212-4, Contract Terms and Conditions-Commercial Services, applies to this acquisition.


x.    The contract requirements or terms and conditions as determined by the Contracting Officer that apply to this acquisition are referenced in Attachment 2 Provisions and Clauses.


xi.    This is not a Defense Priorities and Allocations System (DPAS) rated acquisition.
