Texas A&M AgriLife Research is soliciting bids for mechanical brush clearing services at the La Copita Research and Demonstration Ranch, requiring the clearance of approximately 55 acres of mixed South Texas brush through labor, equipment, and supervision provided by the contractor. The solicitation, identified as TAMU-AG-RSCH-ITB-6582, is issued as an Invitation to Bid with a firm-fixed price structure, expecting vendors to submit unit pricing for the single line item covering the full scope. Bidders must include an estimated completion timeline and confirm immediate readiness to commence work upon purchase order issuance. The contract is subject to Texas state law and governed by internal agency terms that supersede any bidder-provided conditions. Payment will be made net 30 days after service completion or receipt of a correct invoice, whichever is later, and the award will be determined based on best value rather than lowest price, considering factors such as vendor reputation, service quality, past performance with the agency, total long-term cost, warranty coverage, and delivery time. The solicitation mandates compliance with specific requirements including the submission of a valid certificate of insurance prior to service commencement, adherence to the detailed Scope of Work, and acknowledgment of Bid Addendum No. 1. Bids exceeding $100,000 must include a completed HUB Subcontracting Plan as required by state law, and all offerors must disclose any prior state employment if they or key personnel held executive positions in Texas government within the last two years, pursuant to Texas Government Code §669.003. The event is HUB-set aside, and while no formal FAR clauses are applied, the procurement follows state-level procedures with mandatory electronic submission through the SciQuest portal. Interested parties must submit questions via the designated Q&A board or email to Mikayla Hancock, and all bids must be received by the deadline of May 14, 2026, 3:00 PM Central Time, with a virtual bid opening planned via Microsoft Teams. Contractors are also responsible for proper debris management and on-site monitoring of active burns until fully extinguished, with all work performed at the designated ranch location and subject to agency inspection and acceptance on-site.
