Lab Equipment Preventative Maintenance

The New Mexico Department of Health, Scientific Laboratory Division, is seeking to establish a Price Agreement for annual inspection, certification, and necessary repairs of a wide range of specialized laboratory equipment located at 1101 Camino de Salud NE, Albuquerque, New Mexico. The scope covers Biological Safety Cabinets, Fume Hoods, Glove Boxes, Laminar Flow Hoods, Polymerase Chain Reaction Hoods, Balance Enclosures, all hoods connected to central and specialty exhaust systems including HEPA Banks, and the entire Biological Safety Level 3 (BSL3) laboratory suite, including air balancing for the BSL3 area. All inspections must be performed by technicians certified to NSF/ANSI Standard 49, and testing must comply with manufacturer specifications and IEST-RP-CC-034.2 standards. Each piece of equipment must be marked with an Operational Certification sticker post-inspection, and a detailed electronic PDF report must be delivered within five business days, listing equipment type, make, model, serial number, date tested, certification status, and any deficiencies. Recertification is mandatory after any operational repairs to ensure ongoing compliance. The contract requires bidders to submit firm unit prices for annual site inspection, hourly labor rates that include all travel-related charges, a percentage discount on parts, a retest fee per piece of equipment, and a daily travel charge rate for retests or repairs. All pricing must exclude state taxes, and vendors must provide a digital PDF catalog of manufacturer pricing along with their stated discount. Bids must be submitted electronically through the eProNM portal by the deadline, accompanied by a valid, signed W-9 Form with a wet or digitally verified signature from the current year, copies of NSF/ANSI 49 certifications for all proposed personnel, and documentation proving financial responsibility and technical capability. Personnel proposed in the bid are considered material, and any substitution requires prior written approval. Subcontracting is prohibited without agency consent, and the contractor must maintain detailed time and expenditure records for three years after final payment, subject to audit by the Agency, State Purchasing Division, Department of Finance and Administration, and State Chief Information Officer.
