The U.S. Army TMDE Activity requires the procurement of a Lab Standard Microphone System to replace three lost calibration microphones—two 4180-PTO 1/2-inch condenser microphones and one 4160-PTO 1-inch pressure microphone—that are essential for maintaining the accreditation and operational integrity of its acoustics laboratory. Reciprocity calibration demands three identical units of each model to ensure precision and compliance with international standards, and their loss threatens to shut down all accredited acoustic testing. The system must include the two specified microphones, two primary DPLA calibration services—ET-2014-W-002 for the 4180 (10Hz to 25kHz) and ET-2014-W-001 for the 4160 (2Hz to 10kHz)—along with one 1.2-meter BNC-to-BNC coaxial cable rated for temperatures up to +85°C, and two shipping units. All items must meet exact technical specifications, with equivalency accepted only if thoroughly documented to match performance standards under IEC 61094-2:2009/AMD1:2022. The solicitation is a total small business set-aside under FAR 19.5, classified under NAICS 334310, and requires vendors to hold a valid UEI and CAGE Code while certifying small business status and socioeconomic qualifications. Proposals must be submitted via email by July 14, 2026, to designated contracting personnel at Redstone Arsenal, Alabama, with delivery required at Building 5435 within 30 days of award. Evaluation follows a best-value trade-off approach, prioritizing technical acceptability—on a pass/fail basis—before considering price. Technical compliance is non-negotiable, and failure to meet any specification results in an unacceptable rating. The government, through the Contracting Officer Lisa Armes and Contract Specialist LaToya Whitsett, will perform acceptance at the delivery site; no formal inspection criteria beyond technical conformance are specified, nor are packaging, marking, or invoicing details included in the solicitation. The procurement is structured as a firm-fixed price arrangement with no defined contract period beyond delivery timelines, and the agency reserves the right to evaluate all offerings for the most advantageous balance of compliance and cost without resorting to lowest-price technically acceptable methodology.
