ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.

The National Institute of Allergy and Infectious Diseases intends to award a firm-fixed price contract to Bio-Rad AbD Serotec GmbH for specialized lab testing services. The project involves the generation of custom monoclonal recombinant antibodies using Bio-Rad's patented Human Combinatorial Antibody Libraries technology. The NIH will provide lab-synthesized antigens, which the vendor will use to create highly specific, fully human recombinant monoclonal antibodies in Fab and full immunoglobulin formats for use in in vitro and immunohistochemistry studies. The scope of work includes antibody selection via specificity ELISA, the delivery of purified Fab antibodies, competition primary screening, inhibition ELISA with titration, and fluorescent coupling. This procurement is being pursued as a sole source acquisition under 41 U.S.C. 253 (c) (1) because the specific HuCAL technology is deemed the only source capable of satisfying the agency's requirements. The service will be performed at the NIH/NIAID/LCIM facility in Bethesda, Maryland, with an expected lead time of three months.

The lab will send samples to the vendor, testing against the patented technology, and results will be provided. The purpose of this procurement is for lab testing services. Lab synthesized antibodies will be sent to Bio-Rad, who will generate monoclonal recombinant antibodies through a patented technology, Human Combinatorial Antibody Libraries (HuCAL), a technology which Bio-Rad custom antibody generation service uses for the in vitro generation of highly specific, fully human, recombinant monoclonal antibodies in Fab and full immunoglobulin format. The lab will use these antibodies for in vitro studies including IHC (immunohistochemistry) studies. Our lab will be sending lab-synthesized/lab-developed antigens to the antibody manufacturer. With the antigens, the antibody manufacturer will generate monoclonal recombinant antibodies and send it back to us. These antibodies will be used in our lab for in-vitro studies: CAB11586 - FAB PACKAGE, Antibody selection using a single customer provided antigen QC by specificity ELISA with purified antibodies, Delivery of 500 - I (~100-250 - g) each of all unique ELISA positive, purified Fab antibodies (max. 20), qty 1 CAB11447 - SPECIAL PROJECT, Competition Primary Screen, quantity 1 CAB11447 - SPECIAL PROJECT, Competition QC ELISA (Final QC), quantity 1 CAB11577 - INHIBITION ELISA (with Titration), quantity 1 CAB11447 - SPECIAL PROJECT, Handling of toxins, quantity 1 CAB11631 - FCCATCHER COUPLING MULTIPLE FABS FcCatcher Coupling Multiple - up to 20 Antibodies, -100-250 ug each; (includes Fab production) (for sco), quantity 1 CAB11664 - CATCHER FLUORESCENT FAB, Fluorescent Coupling Catchers max 250 ug, quantity 1 CAB11457 - SHIPPING AND HANDLING (USA), quantity 1 Only one award will be made as a result of this solicitation. 2027 NIAID DMID Omnibus Broad Agency Announcement: Development of Medical Interventions for Infectious Diseases
Solicitation # HHS-NIH-NIAID-BAA2026-1
The National Institute of Allergy and Infectious Diseases (NIAID) is soliciting proposals under Broad Agency Announcement HHS-NIH-NIAID-BAA2026-1 to advance the research and development of medical interventions for infectious diseases. This initiative focuses on three primary research areas: the development of needle-free vaccine candidates through early-phase clinical trials; the creation of safe and effective therapeutic candidates for serious infectious diseases, including those resistant to current antimicrobial therapy; and the innovation of in vitro diagnostic technology platforms capable of rapid, automated detection of a broad panel of priority viral pathogens. The program emphasizes alignment with NIH priorities regarding biosafety, biosecurity, and the use of non-animal testing methods. Proposals must be submitted electronically via the NIAID eCPS website by December 8, 2026, at 3:00 PM Eastern Time. Technical proposals are limited to 75 pages and will be evaluated by a peer review group based on technical merit, with the technical plan and personnel qualifications being of paramount consideration. Awards are not based on a common Statement of Work; instead, offerors must propose their own technical plans, milestones, and cost structures using a base and option period format. The resulting contracts will require an accounting system compliant with generally accepted accounting principles and will involve rigorous government inspection and acceptance based on the successful completion of critical milestones.
