Laboratory Analysis for Water, Wastewater, and Stormwater

The City of Santa Monica Water Resources Division is soliciting bids for specialized laboratory services to analyze water, wastewater, stormwater, and recycled water samples. This contract is designed to supplement the City's internal laboratory functions by providing analysis for emerging contaminants and alternative water sources, ensuring compliance with regulatory agencies such as the Los Angeles Regional Water Quality Control Board and the Division of Drinking Water. The selected contractor must maintain ELAP, TNI, ISO, and EPA accreditations and adhere to Title 22 Recycled Water regulations, the Unregulated Contaminant Monitoring Rule, and U.S. EPA Standard Methods. Key deliverables include the provision of comprehensive sample kits with pre-labeled containers and chain of custody forms, as well as the delivery and pickup of these kits. Bids must be submitted electronically via the City's online vendor portal by October 21, 2026, at 3:00 pm. The award will be granted to the best bidder based on technical competence and experience, and the City is not required to select the lowest monetary bidder. Mandatory requirements include compliance with the Living Wage Ordinance, the Oaks Initiative, and the Levine Act. Additionally, contractors must provide a payment bond if the award exceeds 25,000 dollars and maintain comprehensive insurance coverage, including Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability. Payment for services is processed within 30 days of receipt of a valid invoice.
