The Centers for Disease Control and Prevention intends to award a sole source purchase order to Postnova Analytics Inc for one asymmetrical flow field-flow fraction system under solicitation 2014-Q-70693. This equipment will be utilized by the Biological Mass Spectrometry Laboratory to quantify apolipoprotein biomarkers of cardiovascular disease by fractionating HDL and LDL particles from serum. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and carries an expected delivery lead-time of three months. Postnova Analytics Inc is identified as the only responsible source capable of meeting the agency's requirements due to the system's proprietary software and a critical stream splitting capability necessary for pre-concentrating size fractions before mass spectrometry analysis. Because no other supplies or services satisfy these technical needs, the government is pursuing a sole source acquisition per FAR Part 6.302-1. While a competitive solicitation will not be posted, the government reserved the right to review capabilities statements from other qualified sources to determine if competition is possible.

Full Description

The Centers for Disease Control and Prevention, Division of Laboratory Sciences (DLS) within the CDC's National Center for Environmental Health (NCEH), intends to award a sole source purchase order to Postnova Analytics Inc, to obtain 1 asymmetrical flow field-flow fraction systems. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The lead-time for delivery of the systems is 3 months. The asymmetrical flow field-flow fraction systems will be used to equip the Biological Mass Spectrometry Laboratory with the capability of quantifying apolipoprotein biomarkers of cardiovascular disease. The laboratory implemented an asymmetrical flow field-flow fraction (AF4) technique for size fractionation of HDL and LDL particles from serum. The implemented AF4 technique needs to be applied such that it can be coupled with fraction collection where the fractions are concentrated enough to be analyzed by mass spectrometry for apo-lipoproteins. It is vital, that the AF4 system have the special capability, called "stream splitting" to pre-concentrate the HDL and LDL size fractions before collection. This system also has propertary software that allows the user to process many samples in the most efficient manner possible. Postnova Analytics is the only company that manufactures, distributes and install this equipment. This system is the only AF4 system that has the critical steam spitting capability. Postnova Analytics is the only vendor that manufactures, distributes and install this equipment. As a result of this synopsis, no competitive solicitation will be posted on Federal Business Oppurtunity. The Government will issue only one solicitation to Postnova Analytics Inc. However the Government will review all capabilities statements and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. Capabilities statements must be sent to: Matthew Ellington at: mce8@cdc.gov with the solicitation number 2014-Q-70693 referenced in the subject line no later than 3:00PM EST., May 20, 2014.
