The Centers for Disease Control and Prevention's Laboratory Systems Development Branch plans to award a 24-month cost plus fixed fee contract to Integrated Quality Laboratory Services for a laboratory gap analysis project in Armenia, Georgia, and Kazakhstan. This contract is awarded under a sole source justification because IQLS is uniquely positioned to perform the analysis using its proprietary assessment tool framework. The project aims to evaluate national veterinary and public health laboratory systems in these countries to ensure the reliability, timeliness, and usefulness of laboratory data and reporting. The analysis will establish baselines, set monitoring and evaluation milestones, and assess the impact of laboratory system policies and implementations in supporting surveillance, response, and international health regulations compliance. The contract is specifically designed to support improvements in laboratory infrastructures to enhance public health response capabilities related to emerging infections. Although this notice is not a request for competitive proposals, interested parties may submit capability statements by the specified deadline. The sole source award is justified under the FAR 6.302-1 authority, which permits contracting without full competition when only one responsible source meets the government’s needs. The contract specialist for this action is Mark Naggar, who can be contacted for additional information, and the related solicitation number is 2011-N-13478.
