The Department of Defense, specifically the Regional Contracting Office-Far East under the US Marine Corps Installations Pacific, plans to issue a firm fixed price sole-source commercial purchase request to Laerdal Medical Corporation for parts needed to repair Government-owned SimMan 3G manikins. This sole-source acquisition is justified under U.S. Code authorities that allow for non-competitive procurement due to Laerdal Medical’s unique qualifications as the original manufacturer. The repair requires specific manikin components such as the Saps Head Board, Air Distribution Unit, Neck Assembly, and Shroud Assembly, which are proprietary and not available from other vendors. Laerdal has been the sole provider of maintenance and warranty support since 2013, and recent damages exceeded warranty coverage, necessitating new parts only obtainable from them. The North American Industry Classification System (NAICS) code applicable to this contract is 811219, for repair and maintenance services. Interested parties capable of fulfilling the requirements were invited to respond by February 21, 2013, providing sufficient details to enable evaluation, though this notice is for information and planning purposes only, not an invitation for bids or proposals. The point of contact for this procurement is Minako Chinen, Contract Specialist, reachable via email. The place of performance is Okinawa, and the contract involves proprietary technical knowledge and specialized parts critical for maintaining the readiness and functionality of the Department of Defense’s simulation equipment.
