130 College Project
Solicitation # ENV-2023-2307-EIR
The 130 College Project, managed by the City of Los Angeles, involves the removal of an existing surface parking lot to construct a five-story, 232,802 square-foot commercial development on a 2.2-acre site. The facility will include 224,597 square feet of office space, 4,095 square feet of restaurant space, and 4,110 square feet of retail use, with a maximum height of 88 feet and parking distributed across one subterranean and two above-grade levels. The project is currently under environmental review under the California Environmental Quality Act, with a Final Environmental Impact Report and a Mitigation Monitoring Program established to manage impacts related to air quality, greenhouse gas emissions, noise, vibration, and utilities. Key technical requirements include a comprehensive greenhouse gas and criteria air pollutant emissions assessment covering both construction and operation phases. The project must adhere to strict professional standards, requiring personnel performing cultural resource tasks to meet the Secretary of the Interior's Professional Qualifications Standards. Environmental assessments have identified specific needs for paleontological monitoring, the protection of nearby historic resources such as Los Angeles HCM No. 211, and compliance with tribal cultural resource protocols under Assembly Bill 52. Transportation analysis emphasizes the use of Vehicle Miles Traveled as a primary metric, with proposed mitigation including a contribution to the City's Bicycle Trust Fund and the implementation of Transportation Demand Management strategies.

Letter of Interest / Advance Notice to Industry Multidisciplinary Environmental Services RFSO
Solicitation # EW699-260375
Public Works and Government Services Canada intends to establish new Departmental Individual Standing Offers to replace expiring agreements for multidisciplinary environmental services in the Western Region. The scope of work includes environmental impact assessments, permitting, biological and archaeological studies, facility management, contaminated sites consulting, and remediation planning. These services will be divided into four distinct geographic Request for Standing Offers, covering the Prairies, a specific stream for Indigenous suppliers in the Prairies under the Procurement Strategy for Indigenous Business, the Northwest Territories, and the Nunavut Settlement Area, which is limited to firms on the Inuit Firm Registry. Notably, Amendment 01 has removed Yukon from the requirements. The procurement structure utilizes a two-tier call-up system based on a threshold of 100,000 dollars, employing rotational, selective, best-fit, or competitive methods to distribute work. The process emphasizes socio-economic benefits for Indigenous peoples through Modern Treaties and Comprehensive Land Claims Agreements and adheres to the Buy Canadian Procurement Policy. A vendor performance mechanism will be implemented to adjust call-up distributions based on offeror performance. An optional pre-tender information session is scheduled for September 22, 2026, with interested parties required to submit attendee names and questions by September 16, 2026.

DEP-BWR-NOI-FY27-M36 Grant ANNOUNCEMENT ONLY
Solicitation # BD-27-1045-BWR00-BWR01-133675
The Massachusetts Department of Environmental Protection (MassDEP) is issuing a Request for Interest (RFI) under solicitation BD-27-1045-BWR00-BWR01-133675 to identify Public Water Supplies and municipalities with Water Management Act (WMA) permits or registrations interested in receiving a free American Water Works Association (AWWA) M36 water audit. The program targets entities that are not meeting the Unaccounted-for Water (UAW) performance standard of 10 percent or less. Depending on previous audit history and data validity scores, eligible participants may receive either a Top-Down Audit or a Bottom-up Component Analysis. Selection is based on criteria including high UAW rates, WMA allocation status, recent improvement efforts, and permit status, with priority given to WMA permit holders and projects benefiting disadvantaged communities. Participation is limited to entities in compliance with the MBTA Communities Act Law. Selected applicants must provide a written commitment to have detailed system information for 2025 or 2026 available by January 15, 2027, and submit that data by February 2, 2027. Additionally, participants must commit significant personnel time as an in-kind match and be able to execute a contract within 15 to 30 days of the grant award.
