The City of Waco has issued a solicitation for debris removal at Lake Brazos Dam, with services to be performed at least once and up to twice annually, as scheduled by the city. The contractor will be responsible for all labor, materials, and equipment necessary to remove debris—primarily logs, but also including plastics, tires, boats, and other buildup—from the upstream side of the dam. Organic debris such as logs and silt are to be relocated downstream, while non-organic trash will be collected and contained in a city-provided roll-off dumpster. The contract emphasizes self-performance of at least 60% of the work by the contractor, with the work to be completed within specified timeframes after notification, generally within 14 days per event, over a contract period of one year with potential for extension. The project budget ranges from $50,000 to $150,000, with payment terms of 30 days post-invoice, and the city reserves the right to adjust debris removal requirements and costs through mutual agreement. The contractual framework incorporates comprehensive local and state regulations, including the City of Waco General Terms and Conditions, insurance and indemnification clauses, and various certifications such as debarment, non-collusion, and conflict of interest disclosures. No federal FAR clauses are referenced; all terms are based on city and Texas statutes. The solicitation includes detailed forms for bid submission, bonding, insurance, and certifications, along with appendices containing specifications, maps, and sample forms. Evaluation will be based on either the lowest responsible bid or best value, considering price, reputation, quality, past relationships, and socioeconomic factors like MWBE and HUB status. The contract administration details specify Melanie Wade as the primary contact, with payment due 30 days after invoice receipt, and emphasize electronic bid submission via the Bonfire portal, with provisions for physical delivery. Overall, the contract emphasizes compliance, transparency, and flexibility to adapt to site conditions while ensuring the effective removal and management of debris at the dam site.
