LAKE HARTWELL PUBLIC RESORT

The South Carolina Department of Parks, Recreation and Tourism is seeking qualified developers and investors to commercially develop approximately 325 acres of shoreline property at Lake Hartwell. The project involves a sublease agreement for a term of up to 50 years, requiring the selected offeror to be responsible for all infrastructure development, including roads and utilities, as the site currently lacks these facilities. Development is strictly limited to short-term, non-permanent public use facilities such as marinas, lodging, conference centers, golf courses, and restaurants; residential developments and time-share arrangements are prohibited. All plans must comply with the U.S. Army Corps of Engineers Recreation Development Policy for Outgranted Corps Land and various state and federal regulations. The procurement utilizes a revenue-based pricing model where bidders propose rent percentages based on tiered gross receipts. Award decisions will be based on best value, employing a tradeoff process between price and non-price factors, including a two-phase evaluation involving technical risk ratings and solution demonstrations. Proposals must include a comprehensive resort plan, master plan, market study, and feasibility study, along with mandatory certifications regarding independent pricing, ethics, and non-discrimination. The final agreement is subject to approval by the U.S. Army Corps of Engineers and the State Fiscal Accountability Authority.
