Lake Management Plan Consulting Services

Bid #RFQ # 26-004: The City of Fremont is seeking a qualified consultant to develop a comprehensive Lake Management Plan (LMP) for Lake Elizabeth. The project aims to identify the current conditions of the lake, address water quality and overall health issues, and outline actions for maintenance and improvement. The consultant will gather and review existing data, evaluate environmental and operational factors, recommend practical solutions, identify monitoring needs, and provide clear guidance on short- and long-term management strategies, serving as a roadmap for City staff to effectively care for Lake Elizabeth and protect its recreational, ecological, and community value. The scope includes a kickoff meeting, data compilation, initial assessment of stressors, and the development of the LMP covering various aspects such as hydrology, water quality, wildlife and habitat management, dredging, aeration, shoreline control, stormwater management, recreation, community engagement, and regulatory compliance.
