Land Lease and License Agreement with the Department of Air Force for Fresno Air National Guard Base (CANG).

On April 28, 1999, the City of Fresno Airports Department entered into a Land Lease and License Agreement with the United States of America, Department of the Air Force, to enable the California Air National Guard’s 144th Fighter Wing to operate at Fresno Yosemite International Airport. The agreement has been amended to extend the lease term by forty years, ending on April 30, 2065, to support the continued stationing of F-15 aircraft and the impending transition to the newer F-15EX fleet. The military unit utilizes the same runways, taxiways, navigation aids, and airport infrastructure as commercial and general aviation operations without requiring any new construction, expansion of facilities, or alteration of existing building footprints. No additional physical environmental impacts are anticipated, and the extension qualifies for exemptions under the California Environmental Quality Act, specifically Class 1 for existing facilities and the “Common Sense” exemption, due to the minimal and unchanged nature of the operations. The City of Fresno serves as the contracting entity, with the Air Force as the lessee and operator, and no monetary value, pricing terms, or financial obligations are specified in the documentation. The agreement does not involve standard federal procurement structures, such as FAR clauses, contract line items, payment terms, or evaluation factors, and there is no indication of solicitation, award process, or delivery schedules. The arrangement is purely a long-term land use and operational agreement enabling the 144th Fighter Wing to maintain its mission readiness at a shared-use civilian airport.
