The Town of Manchester is soliciting proposals from qualified consultants to provide air-related environmental engineering design, permitting, inspection, monitoring, reporting, and compliance services and to operate, manage, and maintain the existing landfill gas (LFG) collection and control system at the Manchester Sanitary Landfill.  The primary purpose of the LFG system is odor control.  Although primarily a solicitation for the Sanitation Division, the selected contractor may be asked to provide similar services to other divisions within the Department of Public Works or the Town of Manchester.The scope of services includes several routine regulatory compliance tasks, including air monitoring, emissions estimates, wellfield tuning, LFG well extensions, and reporting.  It also includes operating the LFG system in an optimal manner to control odors and ensure regulatory compliance.  The scope of services is also likely to include other non-routine tasks on an on-call basis, including LFG system permitting and design, LFG system expansion, stack testing, condensate management, LFG condensate and other wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, and advising landfill staff regarding operational and design considerations.This solicitation does not specifically include solid waste engineering and other environmental consulting services.  However, the Town reserves the right to request these types of services, on an on-call basis, from the qualified consultant or consultants selected under this solicitation.
