From what I gather the contractor will be extending existing dial tone that is provided by the LEC from the demark to the customers as directed by the COR. Is this correct? A. Yes Q: is this a new requirement or a re-compete for work already being done? A: SBC Global is the incumbent. Q: If there is an incumbent will the Government provide information on the number of technicians currently providing support to the Port Hueneme customers? A: Please refer to Factor 1. Q: The number of moves, adds, and changes indicated in PWS C.2 helps us in determining the number of technicians needed. Does the Government know how many trouble reports are typically handled annually? A: Yes we have a report for FY15 there were over 1700 actions and 6 major moves, to include moving people from 1215 to 267 and dropping lines in the bldg. with assistance from NBVC, it is their bldg.. Q: Is the existing infrastructure copper, fiber or a mix? A. Mix of both Q: Will any of this effort include aerial or manhole work? A. Not on base Q: Will the contractor be providing any vehicles, to include bucket truck if aerial work is necessary? A. Contractor will provide own vehicles as needed. Q: PWS C3.3 Materials lists the items that the contractor will be responsible for providing including handsets for telephones, what make and model telephones are used at Port Hueneme? A. 9316CW, Black Q: Will the contractor be responsible for providing/repairing telephone sets as well as the handsets and stretch cords? A. Yes, material accounted for in ODC. Q: It appears that the vast majority of work is inside plant, is this correct? A. Yes Q: This solicitation appears to be for replacement of existing CENTREX service and support with new CENTREX service and support. Will the Government consider proposals to replace existing CENTREX service and support with base-owned CPE (i.e., PBX) service and support? A: Government will not be switching to PBX at this time. ****Questions 28 OCT 15**** Q: Addendum to 52.212-2 (page 21) Price: Contractor shall submit one Price proposal, Past Performance, and Small Disadvantaged Business Participation Plan (separately from Technical Proposal) in one document and shall name the document Price Proposal via e-mail to the Contracting Officer. The offeror shall submit a cost proposal using the SF 1449 (two copies both with original signature) and its accompanying pages which comprise the entire solicitation document. QUESTION; Please clarify that contractor should send 2 copies of signed SF 1449 and not 2 copies of the entire solicitation document. A: 2 signed copies of the 1449 including the entire solicitation. Q: C3 REQUIREMENTS. PAGE 12. 2ND PARAGRAPH, 1ST BULLET - Ability to support ... ... 250 to 300 additions.... QUESTION: Can you tell us products that will be added? Analog or ISDN Centrex lines? These are new additions within CLIN 0001 price? A: The products that may be added will be analog or ISDN CENTREX lines. We cannot anticipate at this time what the additions will be. The cost will be within CLIN 0001 price. Q: Both the Centrex service in place and the PRIs are Measured Service, and thereby accrue Local Usage Minutes (Zones 1-3). How would the Government want that identified in the pricing? As a separate CLIN with estimated minutes, or included as part of the entire solution? A: Included as part of the entire solution. Q: Can you explain why the FAR 52.222-41 Service Contract Labor standard and FAR 52.222-42 Statement of Equivalent Rates for Federal Hires (not a wage determination) clause was included for a commercial item acquisition? A: FAR 52.222-41 applies to Services, in this case it applies to the Technical Support portion of this contract not the phone line service. When 52.222-41 is included in a solicitation FAR 52.222-42 is also required.

Solicitation # N6339426Q4060
The Naval Surface Warfare Center Port Hueneme Division is soliciting quotes for a multi-award, five-year Blanket Purchase Agreement (BPA) to provide control system parts and supplies for D-Department. This acquisition is a total small business set-aside under NAICS 333413, with specific eligibility for women-owned small businesses.
