LANDSCAPE MAINTENANCE SERVICES

Yolo County Housing is soliciting proposals under RFP P26-011 for comprehensive landscape and grounds maintenance services across eight housing developments in Yolo County. The selected contractor will be responsible for providing all labor, equipment, and materials to ensure properties remain safe and well-groomed, with specific deliverables including approximately 30 mowing services per property annually, turf maintenance at 2 to 3 inches, fertilization, aeration, and general bed and plant maintenance. The anticipated contract term is three years, with the possibility of two additional one-year renewal periods based on funding, performance, and agency authorization. The contract will be awarded to the responsive and responsible bidder offering the lowest actual or calculated cost. To be deemed responsible, offerors must demonstrate adequate financial resources, a satisfactory performance record, and a history of integrity and business ethics. Proposals must be submitted by October 19, 2026, at 4:00 P.M. to Nesar Rasekh via email or sealed courier. Required documentation includes a Profile of Firm form and HUD-5369-C certifications regarding contingent fees and organizational conflicts of interest. Compliance requirements include adherence to State of California licensing, general liability and worker's compensation insurance, and federal regulations such as the Davis-Bacon Act for applicable construction thresholds and Equal Employment Opportunity standards. While Section 3 programs are generally required for HUD-funded projects, firms providing professional services are exempt from implementing these programs during the proposal and delivery phases. Yolo County Housing will monitor performance through scheduled and unscheduled inspections, requiring any deficiencies to be corrected at no additional cost within seven days of notification.
