Landscaping Service-Repair Xeriscaping

The 61st Contracting Squadron, Los Angeles AFB, CA intends to issue a Request for Proposal (RFP) for the acquisition of landscaping service at Los Angeles Air Force Base, El Segundo, California. The Government is soliciting for the award of a Firm-Fixed Price contract. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561730. The size standard for NAICS 561730 is $7 million. The government is interested in all small businesses including (8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service Disabled Veteran Owned Small Businesses, small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision. This project consists of landscaping service. The current landscape is a hodgepodge of vegetation. There are ten (10) different shrubs and two (2) different groundcovers. This vegetation is labor intensive to maintain, requires high volumes of water and objects can be hidden from view within it. The existing grade is only half an inch (1/2") below the adjacent sidewalks; consequently; there is a problem retaining sufficient amounts of bark mulch in the bed to suppress weed growth. The Performance Period for this project is estimated to be ninety (90) calendar days after receiving the Notice to Proceed. The magnitude of this project is estimated between $100,000 and $250,000. The evaluation technique to be utilized for the contemplated award of the issued solicitation is Performance Price Trade-Off (PPT). Under PPT, past performance will be evaluated. The Government anticipates the issuance of the Request for Proposal in March 2009 and anticipates a closing in April 2009. The target award date is May 2009.
