Full Description

NASA Langley Research Center (LaRC) is currently undergoing a major initiative to transform how it will meet the Agency's evolving mission needs in the decades to come. LaRC recognized that a number of its long term on-site research and engineering contracts are coming to completion in 2020, 2021 and 2022 and saw this as an opportunity to eliminate duplicative work among Source Evaluation Boards and overlapping contract vehicles, transform how we partner with industry, and ensure that we have the right strategy to move forward with the agency. LaRC has established a center-wide consolidated Procurement Development Team (PDT) to perform a grass roots assessment to find synergies between the requirements of its major on-site contracts. The PDT will look at the changing missions and mission requirements across the enterprise, and develop an acquisition strategy that will transform how LaRC partners with industry, and how it will procure these vital services and delivers on the agency's plan for Moon to Mars; along with its other vital Science, Aeronautics and Exploration efforts for 2021 and beyond. Once the PDT has completed this analysis and made their recommendations, LaRC will begin to develop its procurement strategies. The scope of the assessment involves, but is not limited to, requirements associated with the following contracts and agreements; the Technology, Engineering and Aerospace Mission Support (TEAMS) contract (80LARC17C0003), the National Institute of Aerospace (NIA) 20 year Cooperative Agreement (80LARC17C0004), the NIA Indefinite Delivery/Indefinite Quantity (IDIQ) contract (NNL13AA08B), the Science, Technology and Research Services (STARSS) contract (NNL16AA05C) and portions of the Langley IT Enhanced Services (LITES) contract (NNL15AA03B). This assessment is projected to take approximately 9-12 months. The process is just beginning and LaRC fully intends to seek industry input and feedback at the appropriate time.
