Notice Number: H9224126S61892
The Technology Application Program Office (TAPO) is conducting market research to identify potential vendors capable of responding to the requirements described below. This is a Sources Sought Notice issued in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute a Request for Proposal (RFP), nor does it oblige the Government to issue a solicitation or award a contract. The Government does not intend to award a contract based on this request, so quotes will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary; it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence the Government’s acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
Requirements:
The Government seeks to identify potential sources with aircraft Large Area Display System (LADS) for military rotary wing Air Vehicle Systems (AVS) that are commercial products. These airborne avionics grade display system will serve as the primary human machine interface for pilotage and situational awareness tasks by the aircrew.
Safety-critical video processing and control are expected to reside externally to the LADS. The Government is interested in a display subsystem capable of deterministic, bounded-latency presentation of video and symbology as an endpoint within an existing Cockpit Display System architecture.
The system must be designed with a Modular Open Systems Approach (MOSA) to ensure interoperability, reusability, and future growth. Attributes of interest are Size, Weight, and Power (SWaP), environmental and electromagnetic susceptibility characteristics, and display characteristics. Response Requested:
Interested parties are invited to submit a capabilities statement (on company letterhead) demonstrating their qualifications, capabilities and experience in providing the requirement. Responses should be no longer than 10 pages and include the following:
1. Source Profile:

2. Technical Capability
Describe the LADS offered relative to the requirement above, to include display size and resolution, luminance range and night vision imaging system compatibility, SWaP characteristics, video and symbology interfaces supported, and qualification and certification status.
3. Commercial Product Status
A. Whether the LADS is of a type customarily used by non-governmental entities for other than governmental purposes, and whether it has been sold, leased, or licensed, or offered for sale, lease, or license, to the general public.
B. FAA Technical Standard Order authorization, if any (TSO number and revision).
C. Rotary wing installations under a Type Certificate or Supplemental Type Certificate, if any (TC/STC number, aircraft make and model, approximate units fielded).
4. Small Business Considerations
A. Whether the respondent is the manufacturer of the LADS. If not, ability to comply with the nonmanufacturer rule.
B. Ability to comply with the applicable limitation on subcontracting.
5. Administrative
Current SPRS Basic Assessment score and date; current CMMC level and assessment type; foreign ownership, control, or influence status.

Controlled Document Access:

The Government is not responsible for incomplete, misdirected, or untimely requests.
