The purpose of this amendment is to make the following clarifications: A) As previously stated in the originally posted Sources Sought the purpose of this outreach is to identify qualified large businesses in an effort to establish a database of vendors that are willing to subcontract with small businesses on the performance of various work requirements as listed below. It is not associated with any specific requirement. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. B) The term socioeconomic status refers to the "small business concern" or business category of a particular firm (i.e. Women-owned, Minority Owned, 8(a), Veteran Owned, etc.). Per FAR 19.001, "Small business concern" means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121 (see 19.102). C) The six page Past Performance is in addition to the six page Capabilities Statement for a maximum of twelve (12) pages. D) With regards to subcontracting arrangements, FNS is seeking information that will speak to a firm's ability to subcontract with Small Business. The closing date is now extended until March 13, 2013 by 5:00 p.m. EST.
