Large Scale Program Truck (MDA)

The State of Missouri, through the Office of Administration and the Department of Agriculture, is soliciting proposals for the procurement of one new large scale program truck for the Weights, Measures and Consumer Protection Division. The vehicle, which must be a 2026 model year or newer from manufacturers such as Kenworth, Mack, Western Star, or an equivalent, will be used to inspect large capacity scales throughout the state in compliance with RSMo 413. The truck must include a specialized cart with a total carrying capacity of 21,000 lbs, featuring a tamper-resistant calibration box and a steel fuel tank with a sight glass. All steel components must be sandblasted, primed, and painted in Safety Orange/Red. The delivery deadline is April 30, 2027, to a location in Jefferson City, Missouri, with the contract period extending one year from the date of award. The contract will be awarded to the lowest responsive vendor based on a points-based evaluation system. This system calculates cost points using a specific formula and incorporates statutory preferences, including a 10 percent preference for domestic products under the Buy American Act, bonus points for Missouri service-disabled veteran business enterprises, and points for commitments to nonprofit organizations or workshops. Proposals must be submitted electronically via MissouriBUYS and include a series of required exhibits covering pricing, tax compliance, and business registration. Payment will be made via electronic funds transfer within 30 calendar days of receiving a valid invoice. The contractor is also responsible for ensuring compliance with Federal Motor Vehicle Safety Standards and managing any applicable NHTSA recall notices prior to delivery.
