Solicitation # W912BU26QA035
Solicitation W912BU26QA035 is a request for quotations from the U.S. Army Corps of Engineers, Philadelphia District, to establish a five-year Firm-Fixed Price, Indefinite Delivery Contract for high-quality safety uniforms and screen-printing services. This small business set-aside procurement supports first responders within the Emergency Management Association and includes twelve distinct clothing items, such as Old Glory Red rain gear, insulated jackets, performance polos, and Class 3 safety vests, all featuring specific USACE agency branding and safety markings. The contract period of performance runs from January 6, 2026, through November 5, 2031, with a minimum guarantee of 500 dollars and a delivery point of destination in Philadelphia, Pennsylvania. Award will be based on best value, considering both price reasonableness and a critical pass/fail evaluation of twelve required clothing samples. These samples are assessed for compliance with strict technical specifications regarding design, color, materials, and workmanship. The solicitation has been amended to extend the response deadline to November 9, 2026, to allow vendors adequate time to submit quotes and samples, while the window for RFI questions closed on October 7, 2026. Contractors must adhere to rigorous packaging standards, including specific poly-bagging and corrugated carton requirements, and comply with various Federal Acquisition Regulation clauses, including Buy American and sustainable products certifications.
