The Government has a requirement to obtain a hardware refresh of the Lightweight Airborne Recovery System (LARS), formally identified as Personnel Locator System (PLS) v12 AN/ARS-6, on the HC-130J due to the existing system being end of life from widespread component obsolescence. Any refreshed LARS are required to maintain all current system capabilities and project a minimum 10-year period of sustainability. Such capabilities include Terminal Area Communications (TAC), Terminal Area Guidance (TAG), and Combat Survivor Evader Locator/Next Generation Survival Radio (CSEL/NGSR) full compatibility. In addition, the LARS hardware refresh shall produce a Form, Fit, Function (FFF/F3) version of the current system. The USAF's MC-130J, the USAF's HH-60W, and the USN's MH-60S will benefit from a FFF hardware refresh of LARS as well.

This effort will consist of the Non-recurring Engineering (NRE) required to produce a refreshed hardware configuration for LARS. This includes all necessary design reviews, developmental testing events, operational testing events, etc. It is also expected that up to five test articles will be required to fully prove out the refreshed LARS ability to fulfill the requirements described above. The effort associated with the retrofitting/fielding of the proved refreshed LARS will be a separate contract.

The resultant contract is planned to have a period of performance of three (3) years, consisting of one (1) base and two (2) option periods.

MODIFIED WC-130J RTP APN-241 WEATHER RADAR SUSTAINING ENGINEERING SUPPORT RESEARCH AND SUPPORT TASK
Solicitation # FA8509A069433
The Government is conducting market research to identify sources capable of providing sustaining engineering, repairability, and maintainability support for the modified WC-130J RTP APN-241 Weather Radar. The primary objective is to upgrade one MC-130J version RTP to the WC-130J RTP configuration, expanding rain rate spectrum detection from 5 to 14 bands to support Silent Knight RADAR developmental testing. Key requirements include resolving reliability and maintainability issues, addressing obsolete parts and Diminishing Manufacturing Sources, and providing up to 400 man-hours of engineering support, including on-site presence at Eglin AFB for two engineers. Potential sources must have the ability to install the radar, troubleshoot system discrepancies, and maintain access to Northrop Grumman equipment and engineering software databases. The anticipated acquisition strategy involves a two-year contract beginning in FY27 with a possible six-month extension, although some documentation suggests a period of performance not to exceed 12 months. The Government anticipates this requirement may be a sole source award to Northrop Grumman Corporation. As this is currently a Request for Information under FAR 15.101(c), it is issued for planning purposes and does not constitute a formal Request for Proposal or a commitment to contract. Interested parties must provide documentation of their capabilities, including strategies to overcome any experience gaps, and identify potential small business carve-outs. All deliverables and payment requests are to be processed via Wide Area WorkFlow.

AC/MC-130J Arkham SMP Production
Solicitation # FA850926
The Department of the Air Force is conducting market research to identify qualified sources for the manufacture, assembly, testing, and delivery of 94 Arkham Special Mission Processor (SMP) Production Kits and 55 spares to support AC/MC-130J system integration. The Arkham SMP utilizes Sensor Open System Architecture (SOSA) and is divided into two primary processing areas: Video/General Processing, powered by five Intel-based General Purpose Processor Modules, and Safety Critical Processing, powered by two ARM-based Safety Critical Processor modules. The system requires LYNXOS and Red Hat Enterprise Linux operating systems and employs a multi-level security network consisting of red, internal NextGen SMP gold, and two unclassified black zones. Each production kit must include two Arkham Units, two External Data Storage devices, two 1 TB Delkin Solid State Drives, and all necessary aircraft installation hardware. The proposed acquisition strategy involves a seven-year period of performance tentatively scheduled from FY27 through FY34. Potential contractors must demonstrate the capability to develop prototype hardware and software, provide source data for updating AFTOs and TDPs, and maintain quality programs compliant with AS9100 or ISO 9001. The government is currently evaluating industry capabilities and set-aside potential under NAICS code 336413, though there is a tentative preference for a sole source award to DMAero, LLC. Interested sources must submit a two-part Capability Survey detailing their business information and technical expertise in classified material handling and aerospace manufacturing by October 19, 2026.
