Build America Bureau - Technical Advisor

The Federal Highway Administration is conducting market research through a Sources Sought Notice and Request for Information to identify qualified sources for Lender's Technical Advisory services for the Build America Bureau. This effort seeks to identify potential contractors capable of providing technical due diligence and advisory support across various asset classes, including highways, transit, rail, ports, aviation, transit-oriented development, and crosscutting projects. The anticipated scope of work involves task-order based deliverables such as prescreening readiness memoranda with red-flag summaries, pre-closing technical due diligence reports including risk matrices, and technical input for financing documentation regarding project scopes and construction milestones. The government is utilizing this RFI to determine the most effective acquisition strategy, including the appropriate contract type, pricing arrangements, and ceiling values. Interested respondents must provide a comprehensive submission by October 27, 2026, including a cover page with their SAM.GOV Unique Entity ID, business size classifications under NAICS 541330, and available government-wide contract vehicles. Technical responses must demonstrate expertise in critical regulatory areas such as the Build America, Buy America Act, ADA standards, FRA safety regulations, FAA requirements, and various environmental permitting laws.
