Synopsis:
This is a solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Proposals are being requested and a written solicitation is issued separately.
Description: The United States section of the International Boundary and Water Commission (USIBWC), Las Cruces Facility (LCF), located at 504 S. Miranda Street, Las Cruces, NM 88005, requires the disposal of stockpiled sediment material along the banks of the Rio Grande channel and within the USIBWC’s Rio Grande Canalization Project (RGCP), as described in the PWS.
Refer to the attached PWS for description of the requirement to include but limited to; experience, licenses, insurance, equipment, personnel, and management.
This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2026-01 March 13, 2026.

The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technically Acceptable. Technical acceptability will be based on Technical Approach, Valid Experience, and Past Performance.
Offeror shall provide:
Technical Approach - Provide a two (2) to three (3) page narrative addressing the items in the SOW. The narrative shall at a minimum include your plan of action and key team members.
Valid Experience – Answer questions “Yes” on IBWC Form 245 and provide backup Information to substantiate on IBWC Form 245B.
Past Performance - Provide three (3) references for similar projects. The information shall include name of person, company, phone number, email address, and brief description of the project.
A copy of the solicitation 191BWC19R0011 Standard Form 1449, complete box 17a, 30a, 30b and 30c; complete pricing for line items 001 through 0121 unit price and total cost for each line item, provide the total cost proposed.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website. https://www.sam.gov/SAM/
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for proposal.
