The contract is for the procurement of five latch assemblies for a fan, identified by NSN 1680-01-143-8012, with a delivery requirement of 171 days after order issuance, targeting a need ship date of September 15, 2026, and an original delivery date of October 9, 2026. The item is source controlled and must be manufactured and tested using proprietary limited rights data that the government cannot provide, requiring the contractor to comply with strict verification levels—VII for critical attributes (AQL 0.1), IV for major attributes (AQL 1.0), and II for minor attributes (AQL 4.0)—with unspecified attributes treated as major. Inspection and acceptance occur at the destination under FAR 52.246-2, with quality assurance systems required to meet at minimum SAE AS9003 or ISO 9001 tailored to SAE AS9003. Packaging and labeling must follow ASTM D3951 unless superseded by the DLA Master List of Technical and Quality Requirements, MIL-STD-129 for marking, and Hazard Communication Standard for hazardous materials, with palletization adhering to RP001. The item is subject to strict export controls under ITAR or EAR, prohibiting any disclosure of technical data to foreign persons, whether in the U.S. or abroad, and requiring contractors to hold JCP certification, complete DOD export control training, fill out the DLA questionnaire, and receive approval from DLA to access controlled data. The contract incorporates DFARS 252.225-7048 and mandates SAM registration, compliance with cybersecurity requirements including RD002 and RD005 for CMMC Level 2, and adherence to DPAS priority ratings. Payment and invoicing must be conducted through WAWF, with fixed-price line items requiring both an invoice and receiving report, and contractors must maintain current SAM representations including size status and covered defense telecommunications equipment disclosures. The solicitation permits only non-additive manufactured items without prior authorization, and award eligibility is contingent upon full compliance with the JCP certification and export control protocols.
