Full Description
NASA/KSC has a requirement for Event Sequence Diagrams (ESD) populated with nuclear launch vehicles’ accident failure scenario and outcome services.
NASA/KSC intends to issue a sole source Blanket Purchase Agreement to acquire these services from Advanced Systems Concepts Associates (ASCA) as they have developed their own proprietary process and mission specific ESDs based on their database of all launches for all launch vehicles worldwide; a unique capability unknown to be had by any other company or organization.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Allyson Grooms and allyson.grooms@nasa.gov no later than 12:00 PM EST on September 11, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
