Military Sealift Command (MSC) is conducting market research to identify potential sources capable of providing software customization and sustainment services for the ABS Wavesight My Digital Fleet software suite. This will be a continuation of critical services previously awarded and delivered under a prior contract. MSC has purchased ABS Wavesight software licensing agreements as an essential and enabling component of its Ashore and Afloat MyMSC Human Resources (HR) solutions, as detailed in the ABS Wavesight Performance Work Statement (PWS). The government is seeking information from qualified industry partners regarding their capabilities to perform these specialized services under these technical constraints:


  • Source Code Access Restriction: MSC does not have access to the source code needed to accomplish the required customization and sustainment of the ABS Wavesight My Digital Fleet software.
  • Proprietary Modification Rights: MSC does not possess any legal right to modify or authorize the modification of the proprietary ABS Wavesight source code.
