Notice of Intent to Sole Source

The Military Sealift Command is pursuing a sole-source procurement under FAR 6.302-1 for software customization and sustainment services for the ABS Wavesight My Digital Fleet software suite, specifically supporting the MyMSC Human Resources system. The requirement is driven by proprietary source code restrictions, making a single responsible source the only viable option to satisfy agency needs. The scope of work includes managing the MyMSC product backlog, executing design, development, and testing for software releases, and providing critical code updates to ensure the system remains secure and viable. Additionally, the contract involves project management, requirements traceability, and the delivery of virtual and face-to-face train-the-trainer training. The project is expected to take two years for full deployment and implementation across all MSC Ashore sites and 61 Afloat vessels, with an additional six-month option period for extending services. All software must adhere to Department of Defense and MSC operational standards. The procurement process began with a Request for Information to gather industry capabilities and feedback on a draft Performance Work Statement, specifically targeting vendors with authorized partnerships or licensing with ABS Wavesight.
