LAVEEN FLOOD MITIGATION PROGRAM (GO BOND)

The City of Phoenix is soliciting a qualified engineering consultant to provide comprehensive design services for the Laveen Flood Mitigation Program, with the possibility of extending to construction administration and inspection at three distinct locations. The estimated total construction cost for the project is $8.9 million, and the selection process is qualifications-based, with a goal of shortlisting between three and five teams. Submissions must be made electronically via the City’s Procurement Portal as a single PDF document no longer than 15 pages, excluding covers, table of contents, and divider pages, with all content in 10-point font or larger on 8½” x 11” paper. Firms must be registered in the City’s Vendor Management System and include a completed information sheet with their legal name, vendor number, contact details, and signature. Failure to comply with submission guidelines, submitting an SOQ for a different project, or contacting City employees in violation of policy will result in immediate disqualification. The scope of work requires detailed site investigations including topographic, geotechnical, hydrological, and hydraulic studies, along with assessment of existing drainage systems and validation of prior Laveen Area Drainage studies. The consultant must develop preliminary design concepts, constructible plans and specifications, and cost estimates, while also leading a robust public outreach effort through meetings, workshops, and regular community updates. Additional duties include assisting with contractor procurement, managing RFIs, reviewing shop drawings, and attending construction meetings. If selected, the consultant must adhere to the City’s UNIFIER web-based project management system, maintain all records electronically, and provide a computerized office network with broadband connectivity. Key personnel must be documented with an organization chart showing licenses, certifications, and assigned roles for both design and construction services. Evaluation prioritizes design experience of the prime firm, accounting for 14.7% of the total weighted score, with construction administration and inspection experience also a critical factor.
