NASA Langley Research Center intends to procure a LaVision Photron SA-Z 2100K High-Speed Camera and Programmable Timing Unit under solicitation NNL16591642Q. The agency plans to purchase these commercial items directly from LaVision, as they are the sole distributor and manufacturer of existing equipment at the facility. This single-source approach is intended to maintain experimental data continuity and avoid the substantial duplication of time and resources that would result from using a different provider. The procurement will be conducted in accordance with FAR Part 12. Interested organizations were invited to submit their capabilities and qualifications to the designated points of contact by August 10, 2016, to determine if the procurement should be competed. The final decision to compete the effort remains at the sole discretion of the government. The performance location for this acquisition is Hampton, Virginia.

Full Description

NASA/LARC has a requirement for a LaVision Photron SA-Z 2100K High-Speed Camera and Programmable Timing Unit. NASA/LARC intends to purchase the items from LaVision. LaVision is the manufacturer of other cameras currently at NASA LaRC and the sole distributor of this camera. In order to ensure continuity among experimental data, the same camera must be purchased. It would take substantial duplication of resources and time for another source to provide the required service and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. local time on 08/10/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable.
