The Department of Homeland Security’s Federal Protective Services Acquisition Division intends to enter into a sole source contract with National Law Telecommunications System, Inc. (NLETS) to provide a secure, computer-based information sharing system that connects state, local, and federal law enforcement agencies. This system facilitates the exchange of intelligence, driving records, and criminal histories through an international message switching network, supporting over 30 million monthly transactions across roughly 200 terminals. NLETS is uniquely qualified to deliver these services due to its established capability and experience, and no other vendors are considered suitable to meet these specific agency requirements. The contract period covers October 1, 2010, through September 30, 2015, and will be processed under the FAR Part 13.5 procedures for certain commercial items. Although this notice does not request competitive proposals, responses may inform future procurement decisions at the government’s discretion. The contract will be awarded based on a determination that NLETS is the only responsible source capable of fulfilling this critical role in supporting justice-related applications and safeguarding sensitive information.
