LAW ENFORCEMENT EQUIPMENT

The Department of Commerce’s Bureau of Industry and Security is seeking law enforcement equipment through a Total Small Business Set-Aside solicitation, designated as 134306-26-0031, with a submission deadline of June 4, 2026, at 3:00 PM EST. The procurement is for a Firm-Fixed-Price Purchase Order using the Lowest Priced Technically Acceptable source selection method, restricted to small business concerns in compliance with FAR 19.5. The required equipment includes thirty Black Compact Response Shields rated to NIJ Rifle Level III, each consisting of a UHMWPE shield panel measuring 26”x16.5”, a Black 10000 Cordura load-bearing cover with integrated handle, forearm strap, and high-density pad, along with a 4x11” Velcro ID patch. Also required are thirty Kydex bracket sets for weapon attachment, including eleven hardware sets, Velcro strips, and packaging; a Single Adjustable Shield Sling manufactured by Armor Research Company featuring textured dual pull tabs, a tension release lanyard, an emergency release buckle, 1” and 1.5” buckles, and black nylon webbing; and a Taker B30 Light Kit complete with a mounting pouch and wire control strips. All items must be delivered to Washington, DC, with compliance governed by FAR clause 1352.246-70 for place of acceptance. The contractor must adhere to Buy American requirements, certify compliance with trafficking in persons standards, and refrain from requiring internal confidentiality agreements that limit employee reporting. Quotations must be submitted electronically in two separate files: a five-page technical submission demonstrating conformance to specifications with proper part numbers, and a three-page price quote based on current Open Market pricing, both formatted in Arial 11 or Times New Roman 12 with one-inch margins, and saved in MS Word, Excel, or text-searchable PDF format. Hard copies are unacceptable, no Q&A period is scheduled, and submissions must be sent via email to mfasciolo@doc.gov. Payment will be processed electronically through SAM in accordance with FAR 52.232-1 and 52.232-33, and the contractor must be registered in the System for Award Management, meet all socioeconomic certifications, and comply with labor, ethics, and material recovery requirements.
