Solicitation # W912EF26QA077
The U.S. Army Corps of Engineers Walla Walla District is issuing a special notice of intent to solicit and negotiate a single source contract with the Washington State Patrol for Telecommunications Dispatch Services. This procurement, identified by solicitation number W912EF26QA077 and NAICS code 922120 for Police Protection, is being conducted under Simplified Acquisition Procedures. This action is supported by a class-based justification for law enforcement services covering fiscal years 2022 through 2027. While this notice is primarily for informational purposes and is not a formal solicitation, interested parties may submit written evidence of their capabilities to Gregory Moyer by 11:00 AM Pacific Time on September 17, 2026. Any such responses must provide compelling evidence that competition would be advantageous to the government. This contract entails a three-year multiyear agreement for law enforcement services to manage temporary traffic control in Georgia, specifically to ensure the safety of crews working in hazardous traffic environments. Law enforcement officers are required to address aggressive motorist behavior, deter criminal assaults on crews, and manage traffic flow to prevent motorists and citizens from entering dangerous work zones. According to Georgia Law O.C.G.A. 40-6-20, officers must regulate traffic at signalized intersections during lane closures or shifts that disrupt normal vehicular movement, as certified flaggers are not authorized to direct traffic through intersections. Officers will also be tasked with shadowing crews during the installation and removal of temporary traffic control zones, assisting with traffic calming, and providing protection in scenarios where citizens may brandish weapons. The contract is solicited by the Purchasing & Contracting agency of Georgia, with a response deadline of June 29, 2026. The primary points of contact for this solicitation are Crystal Manson, Procurement Manager, and Tiffany Reid, Procurement Agent. The place of performance is within the state of Georgia, and the contract ensures that law enforcement presence will be maintained to protect employees, ensure compliance with traffic regulations, and maintain public safety during construction or maintenance operations at intersections. This contract aims to provide a formal structure for law enforcement involvement in traffic control, addressing safety concerns that go beyond the scope of employee responsibilities.
