The Department of Homeland Security’s Immigration and Customs Enforcement Federal Protective Services plans to enter into a sole source contract with National Law Telecommunications System, Inc. (NLETS) for a secure information-sharing system essential to its law enforcement mission. NLETS is uniquely positioned to provide an international, computer-based message switching system that connects state, local, and federal law enforcement agencies, enabling the exchange of intelligence, driving records, and criminal history information. The system must support over 30 million message transactions monthly among approximately two hundred terminals, ensuring the integrity and confidentiality of the information exchanged. Given the critical nature of this service and the vendor’s proven experience and reliability, the government has determined that no other sources meet its requirements. The contract will cover the period from October 1, 2009, to September 30, 2010, and will be executed under simplified acquisition procedures with a NAICS code of 517110. While this notice is not a solicitation for competing proposals, responses will be reviewed for informational purposes to inform future procurements. The government reserves the right to decide whether competitive procurement is feasible based on those responses, but the immediate plan is to award the order directly to NLETS. The designated points of contact for this procurement are Melissa Weindel, Contract Specialist, and Peter Andrews, Contracting Officer.
