LAW ENFORCEMENT TRAINING CENTER (VA-LETC) DORM RENOVATION - VA HEALTHCARE CENTER CAMPUS, NORTH LITTLE ROCK, AR

The U.S. Army Corps of Engineers, Little Rock District, is soliciting proposals for a design-build renovation of Buildings 190 and 191 at the Eugene J. Towbin VA Healthcare Center campus in North Little Rock, Arkansas. The project involves converting dormitory space into office space to accommodate 78 officers. The comprehensive scope of work includes a full building HVAC upgrade, the replacement of water heaters and legionella systems, and the installation of new windows, flooring, and two elevators. Additional requirements encompass the renovation of five dayrooms, four stairwells, four laundry rooms, public restrooms, and the building's exterior and interior envelopes, as well as upgrades to roofing, civil and structural elements, storm water drainage, fire protection and detection systems, and BACNet/IP and BTL compliant Energy Management Systems. The project also includes the construction of an additional second-floor office space and an optional screened-in porch. This is a Service-Disabled Veteran-Owned Small Business set-aside with an estimated construction value between 10 million and 15 million dollars. The contract is a firm-fixed-price agreement with a period of performance from September 24, 2026, to September 23, 2029. Award will be based on a best value tradeoff methodology, where non-price factors are considered more important than price. The evaluation is divided into two phases: Phase 1 focuses on the design and construction execution approach, past performance, and the organization management team; Phase 2 prioritizes the technical approach and the proposed contract summary schedule. Bids are due by September 17, 2026, and must be submitted electronically via the Procurement Integrated Enterprise Environment.
