USS MOUNT WHITNEY (MTW) (LCC 20) WILL HAVE ITS SERVICE LIFE EXTENDED. AS PART OF THE SERVICE LIFE EXTENSION MSC INTENDS TO UPDATE VARIOUS SHIPBOARD SYSTEMS TO BRING THEM UP TO COMPLIANCE WITH USCG/ABS RULES AND REQUIREMENTS. IT WAS DETERMINED THAT THE FUEL OIL OVERFLOW SYSTEM CURRENTLY EMPLOYED ONBOARD THE MTW DOES NOT MEET ABS REQUIREMENTS. SIMILAR TO PREVIOUS NAVAL VESSELS TURNED OVER TO MSC, THE MTW FUEL OIL TANKS OVERFLOW DIRECTLY OVERBOARD. THE PURPOSE OF THIS TASK IS TO DEVELOP A DESIGN THAT WILL ELIMINATE THE FLOW OF OIL DIRECTLY OVERBOARD. THE PROPOSED CONTRACT PROVIDES FOR: (1) SURVEY: THE CONTRACTOR SHALL PERFORM A SURVEY OF THE EXISTING FUEL OIL OVERFLOW SYSTEM. THE CONTRACTOR SHALL VERIFY THAT THE EXISTING SYSTEM MATCHES THAT IDENTIFIED ON AN MSC ENGINEERING DEVELOPED SKETCH, TO BE PROVIDED AS GOVERNMENT FURNISHED INFORMATION. (2) DESIGN: AN MSC PRELIMINARY DESIGN REQUIRES FURTHER VERIFICATION AND DRAWING DEVELOPMENT. THE CONTRACTOR SHALL DETERMINE IF AN ALTERNATIVE SOLUTION BETTER MEETS ABS REQUIREMENTS AT A REASONABLE COST; OTHERWISE, MSC WOULD PREFER TO INSTALL A FUEL OIL OVERFLOW HEADER IN THE STARBOARD SPONSON 5TH DECK VOID. THE OVERFLOW HEADER WILL HAVE A SINGLE OVERBOARD OVERFLOW. THE OVERFLOW HEADER IS TO BE OUTFITTED WITH NECESSARY LEVEL/FLOW ALARMS. (3) WORK PACKAGE: THE CONTRACTOR SHALL CREATE A WORK PACKAGE TO BE EXECUTED DURING A SHIPYARD AVAILABILITY. THE WORK PACKAGE REQUIRES WORK ITEMS, DRAWINGS AND COST ESTIMATES.
