Lead Dust Cleaning

Lead dust cleaning and lead wipe testing services are required for Quarters 2 at the U.S. Coast Guard Academy located at 2 Seneca Drive in New London, Connecticut, prior to new occupants moving in. The work must comply with EPA standards for homes with children, including thorough cleaning of all window wells, windowsills, hardwood floors, carpet, tile surfaces, basement areas, garage floors, and HEPA vacuuming of accessible exterior ledge debris. All carpet must be covered with 6-mil plastic during cleaning to prevent damage. Third-party lead wipe testing is mandatory, requiring one sample each from a window well, windowsill, and floor per room, with results delivered within 24 hours including any resampling. The contractor must obtain and submit a Safe for Occupancy letter from a Connecticut Certified Lead Inspector, along with copies of both the CT Certified Lead Inspector License and the Connecticut-issued Lead Abatement Contractor License. The prime contractor is required to perform all lead cleaning work directly with no subcontracting permitted. Access to the USCG Academy requires all personnel to possess a REAL ID. A mandatory site walkthrough is scheduled for June 9, 2026, at 10:00 AM at 2 Seneca Drive, and no other dates are available; failure to attend disqualifies a quote. Quotes are due by 8:00 AM Eastern Standard Time on June 18, 2026, and must be emailed to two designated addresses. The solicitation is issued as a Request for Quote under NAICS code 562910 as a total small business set-aside with a size standard of $25 million. Awards will be made on a Lowest Price Technically Acceptable basis, with technical compliance serving as a strict pass/fail gate. The period of performance is tentatively June 18–25, 2026, but may be adjusted. All submissions must be formatted in minimum 11-point font, include a one-page cover sheet with UEI, CAGE number, contact information, and expiration date, and adhere to submission guidelines. Payment requests must be submitted electronically via the Invoice Processing Platform at www.ipp.gov and comply with FAR 32.905(b).
